    "content": "On a point of order, Mr. Deputy Speaker, Sir. I do not understand under what regulation the amendment can hold? If there was to be a proper transfer, it should be from the National Assembly to the respective Ministries. It cannot go to the Ministry of Finance and then from there go to other Ministries. There is no regulation under which you could do that."
