    "content": "Mr. Deputy Speaker, Sir, I appreciate the interest being expressed by hon. Members on this Question. I represent the largest slum in Africa South of the Sahara. Kibera has a population of nearly one million people. The conditions of living in the slums are pathetic. We have what we call \"flying toilets\". Somebody relieves himself on a piece of newspaper, raps it and throws it away. The slum upgrading project the Minister is talking about is under the Ministry of Housing and not the Ministry of Local Government. The Question before us is asking what the Ministry is doing as far as lighting, sewerage systems, sanitation, water and roads are concerned. Apart from the Constituencies Development Fund (CDF) money being used to construct toilets, there is nothing that the City Council is doing. The question is: What programmes does the City Council, which is under the Ministry of Local Government, have to provide infrastructure like sanitation, water, sewerage and roads in the slums?"
