    "content": " Mr. Deputy Speaker, Sir, I beg to reply. First of all, it is not true that one-third of the country's districts are without DDOs, but only five districts. Some of the reasons why some districts have to do without these officers have to do with failure to recruit new staff. This situation has improved since then and we are attempting to make sure that each district has a DDO. The last batch of DDOs was posted in January, 2006. The five districts without the DDOs are Mombasa, Kwale, Meru Central, Baringo and Kakamega. We are planning to post the officers to those districts before the end of this financial year."
