    "content": "The systems provider is one of the reputable outstanding suppliers of security printing and systems services on a global basis and brings significant experience in currency, passports, visa and other security documents on worldwide basis, including Africa and this region.\" On reading this memorandum for the first time, I did not have any reason to doubt the competence of the company or that the company was unregistered. Mr. Speaker, Sir, through the same memorandum, I was also informed as follows: \"The Ministry of Home Affairs and National Heritage has correspondence with the supplier on finance terms and related issues, agreement on revisions that are favourable to the Government and will allow the urgent implementation of this high priority project.\" Mr. Speaker, Sir, there are so many things I could quote from this memorandum.
