(a) No. However, the Ministry has already held a stakeholders' workshop to collect views on regulations required to operationalise the Public Procurement and Disposal Act, 2005. We are now in the process of drafting the regulations. (b) Public procurement entities are guided by the Exchequer and Audit (Public Procurement) Regulations of 2001 and amendments made thereafter in 2002 in their procurement activities until new regulations come into force. These rules provide for direct procurement under certain specified conditions."
