We have too many animals in Western Kenya, the Coast and other places, and yet the Bata shoe making factory in Limuru has been closed down. Why? Because of lack of plans. The Kenya Meat Commission (KMC) which is being revived should be extended to Western Kenya where there are so many animals. Tourism has also deteriorated due to poor planning. Mr. Temporary Deputy Speaker, Sir, the Government is protecting power. This is true and other countries are watching us. We are not even realising the way forward. We talk and people are fed up. So, we acknowledge the way forward which the President talked of. I thank him for provision of free primary education. However, there are not enough teachers for these children. The population of students has grown tremendously. The science and technical institutions which could provide the staff for our youth in the country are not there. The population of human beings in the countryside is not working. The areas are so bad and the Government leaves the young children to walk on foot and die of malaria. So, the state must be careful by treating and not killing its children. Such state of affairs should not be encouraged. Mr. Temporary Deputy Speaker, Sir, look at agriculture; God has blessed us with big lakes like Nakuru, Turkana and Victoria, with plenty of fish but there are no plans for fish canning. Why? Because we are busy protecting our offices. Nobody cares to serve their people. Therefore, that is why there is a need for a change of guard, regime, personalities and many other things, but not to fight for power. Mr. Temporary Deputy Speaker, Sir, on the issue of health, it is now almost impossible for school leavers from my constituency to be admitted at the Kenya Medical Training College (KMTC). In fact, getting admitted there, is as difficult as trying to go to heaven. Irrespective of very good performance in the national exams, students from my constituency do not get admitted at KMTC unless their parents or guardians pay kitu kidogo . In fact, the amount of money involved is not kidogo . This is corruption which is being practised by many people, including hon. Members, in this House. This is quite unfortunate. Before the formation of the Constituencies Development Fund (CDF), we initiated a health centre in my constituency. This facility is working very well for my people. However, this facility, just like many parts of my constituency, lacks electricity. I was promised that there would be electricity by December, 2005. However, to date, there is nothing on the ground. The excuse is that there are no poles which are supposed to be supplied from South Africa. When will these poles be supplied, so that there is electricity in my constituency? Mr. Temporary Deputy Speaker, Sir, corruption is now beyond our control. A change of office is not the solution. What would you say when a child performs very well and is not admitted to an institution and another one who has not performed well is admitted simply because the case was \"decided\" in Nairobi? We are fed up with this vice! Mr. Temporary Deputy Speaker, Sir, water is one of God's given gifts to us. We should drill more boreholes and dams. This water can be used for domestic use and irrigation. Should we 344 PARLIMENTARY DEBATES April 5, 2006 continue to feed the Kambas, year in, year out, until Christ comes back? Should they always depend on relief food? Why can we not harvest rain water for use during the dry spell? We are just confused. We need to make good use of the resources we have. The current Constitution protects certain individuals. Who will remain perpetually on this earth? Let us, for heaven's sake, deliver a new Constitution to our people. We should involve all stakeholders in the constitution making process. Let us not be selective. The Constitution is for all of us. We do not want to fight over this document. I am too old to fight. We should not treat the Constitution as a private document that will only protect the interests of a few in this country. Mr. Temporary Deputy Speaker, Sir, Kenyans should stop being greedy. We should not scramble for the little resources that we have. I am old, I would not want to engage in such fights. Finally, the Government should not be dictatorial because there are some people in it trying to protect their wealth. Mr. Temporary Deputy Speaker, Sir, with those few remarks, I beg to support."
