    "content": "On a point of Order, Mr. Speaker, Sir. I rise pursuant to Standing Order No.71, which states as follows:- \"No Member shall refer to any proceedings of a Select Committee before the Committee has made its Report to the House.\" Mr. Speaker, Sir, I do not want to re-visit your earlier ruling. However, this refers to every elected Member of Parliament. There are 210 elected Members of Parliament. That includes His Excellency the President, who is a Member of Parliament for a constituency called Othaya. This Report has not been presented to the House but somebody has purported to be speaking on behalf of the Member for Othaya. The Director of the Presidential Press Service has issued a statement, commenting on the Report which has not been formally presented to the House. So, I seek your ruling on this matter."
