Part of the documents that were tabled that were annexes to this Report, includes on the first page, an extract of the minutes of the Cabinet which approved the 2001 proposals. It is misleading to say that it was the project. What it clearly says, and I want to table it here for him to see, is that the Cabinet noted the contents of the Memorandum and approved:- (I) Use of lease financing as an appropriate mode of funding for---"
