Is the Minister aware that it is the Kenya Tea Development Agency (KTDA) that monopolises the selling of tea belonging to small-scale farmers from factories without giving them an opportunity to choose a marketer to negotiate with? What is he is going to do to stop that agency from purporting to be an authority, when it is no longer one?"
