    "content": "Mr. Deputy Speaker, Sir, when Prof. Saitoti was the Minister for Education, Science and Technology last year, we passed an extra Kshs4 billion. If you look at the HANSARD, you will find that this was said to be for employing teachers to balance the teacher/pupil ratio which has gone up to 1:80 in some areas. Could the Assistant Minister tell us why more teachers have not been employed? We know that when it comes to 294 PARLIAMENTARY DEBATES April 4, 2006 Supplementary Estimates, the Ministry will ask for more funds. When will the Ministry use the Kshs4 billion to employ more teachers?"
