    "content": "CLARIFICATION ON PAYMENT OF THE PRESIDENT'S MEDICAL BILL Hon. Members, my attention has been drawn to the various statements appearing in the local Press regarding who paid for His Excellency the President's medical bill which he incurred in London following a road accident in November, 2002. The correct position is that before the Parliamentary Service Commission (PSC) was formed, the Speaker's Committee established pursuant to the provisions of Standing Order No.150, was mandated to look after the hon. Members' welfare. The medical cover that hon. Members had in the last Parliament was, therefore, negotiated for with M/s AAR at the behest of the Speaker's Committee. It is important to note that during the Eighth Parliament, even after the formation of the PSC, hon. Members paid for the medical cover from their own pockets. The only advantage they had was that the cover was negotiated and paid for collectively and that each hon. Member relatively paid less than they would have paid had they done so individually. In a nutshell, therefore, the PSC had nothing to do with the President's medical bill in London. Indeed, the President paid for his own medical bill through the AAR medical cover. The PSC took over this responsibility in the current Ninth Parliament. The insurance cover will last for the period covered whether or not Parliament is dissolved midstream. Thank you."
