In the early days, we used to have water bay leave officers who enforced the water laws. Can the Ministry confirm or deny that they are not training enough water bay leave officers or that they do not even have enough water bay leave officers in the Ministry to the extent that there is no one to enforce their laws? That is why Kenyans are suffering downstream."
