    "content": " Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this very important Motion. Mr. Temporary Deputy Speaker, Sir, at the outset, I want to say the President gave a wonderful Speech with very realistic promises, and not far-fetched as alleged by some Members. A good number of his promises will be implemented within a very reasonable time frame. Mr. Temporary Deputy Speaker, Sir, I also want to congratulate our athletes who have just returned from Melbourne, Australia, for doing a sterling job during the Commonwealth Games. I think every youth in this country is proud of their performance. I wish the Minister of State for Youth Affairs was here to get the feelings of most Members in as far as youth policy is concerned. There is a lot that we want to do for the youth. In that regard, I want to thank the President for creating the Ministry of Youth Affairs, albeit belatedly. However, they say better late than never. Within the next two years, this Ministry will come up with solid policy on youth affairs and I am sure the youth will benefit. Mr. Temporary Deputy Speaker, Sir, I also want to thank the President for giving the people of East Pokot their own district. Since Independence, we have yearned for a new district and we are now happy."
