    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to the debate on the Presidential Address. I would like to begin by raising an issue of law. Section 16(2) of the Constitution of Kenya provides that the formation of the Cabinet of the Government of Kenya shall be based on written law. The written law in this respect is the National Assembly and Presidential Elections Act of 1998."
