Pursuant to Standing Order No.74, the matter is sub judice, pending before a constitutional court, vide Nairobi High Court Petition No.113, 2006, which touches on all issues related to the 188 PARLIAMENTARY DEBATES March 29, 2006 three questions. Mr. Speaker, Sir, I beg to lay on the Table two documents; one is the petition itself. The petitioner is Standard Limited and Baraza Limited. The respondents are the Attorney-General, the Commissioner of Police and the Minister, Office of the President, in charge of Internal Security. There are declaratory orders which have been sought on this Question here plus three others. Altogether, they are 13. I also wish to table a forwarding letter by the Attorney-General to the Minister in charge of Internal Security. The Attorney-General has summarized the issues at stake and they touch on all the issues raised in this Question. Thank you, Mr. Speaker, Sir."
