    "content": "Dr. Galgallo will have the first shot because he is the one who raised this issue. Hon. Members, I want to give guidance on Ministerial Statements. They are not a replacement for Questions. Ordinarily they should not be debated. The only thing allowed under the rule is to seek clarification on the statements given and not on what you know. I think in future hon. Members must proceed to ask Questions. What we are doing of late is turning Ministerial Statements into Questions. So, with that in mind, any hon. Member participating has to seek clarification from the Minister on the Statement the Minister has issued. Let us begin with Dr. Galgallo."
