    "content": "The hearings of the Commission during an inquiry shall be open to the public, except where the Commission otherwise decides. Madam Temporary Deputy Chairlady, I am proposing this amendment just to keep it in line with the Constitutional requirements. Therefore, we have given proviso that inquiries be open unless the Commission decides to go in camera."
