Once a Committee lays a report on the Table of this House, it is deliberated and the resolution of the House is taken, the matter cannot be reopened without a Motion to rescind that resolution. In my view, the Committee remains factus official. It cannot re-open the matter before the decision or the resolution has been rescinded. That is my understanding of Erskine May, Parliamentary Practice, 22nd Edition, Page 368. I seek the Speaker's guidance on this matter."
