    "content": "Mr. Speaker, Sir, I was concluding when I said that if the House, even in the same Session, leave alone the situation before us, where we are in a different Session--- When the House has ended a Session or six months within the same Session, it can revisit a Motion that it has already disposed of. However, if the House, in the same Session was to receive new facts about a matter it had disposed of; facts which were not brought to its attention or were not before it when it first dealt with that matter, it is competent to re-open it anew."
