Since the House made a decision and there was a resolution of the House on this matter, the correct procedure is for a substantive Motion to be brought seeking to rescind that decision. That is when this matter can be reopened. The other alternative is, if there is a further audit report tabled by the Minister here, then it can go to the Committee. As far as I know, there has been no further report by the Controller and auditor-General, which has been taken to the Committee. In fact, the cases that are being cited by hon.
