    "content": "Mr. Speaker, Sir, the hon. Minister is responsible to this House. So, he is wrong to refer the hon. Member to his office, when the complaint is against his own officers in the field. You have heard him say that when an incident like that occurs, they hold dialogue with the animals. Could he tell the House which language they use when they are holding dialogue with the animals? The Minister needs to take hon. Members more seriously. He needs to assure the House that he, himself, will carry out investigations in the field and give a proper answer to this House."
