Parliament shall, upon expiry of five years from the date of commencement of this Act, and pursuant to Article 59 (4) of the Constitution, review the mandate of the Commission with a view to amalgamating the Commission with the commission responsible for human rights. Inclusion of this new clause is to take into consideration the issues that were raised about too many commissions and that we will be able to review this. We thought it was important to put this, so that Kenyans know we are committed to reviewing the status of commissions."
