    "content": "If the President is really serious and genuine about this Parliament delivering to the people of Kenya, he should have heeded to our advice which we gave to him freely in January to reconvene Parliament in January, 2006. We had January, February and March, and now these lamentations. I see that there is a contradiction of some kind. Mr. Speaker, Sir, on the issue of security, I can say here that the Government has given the people of Kenya a bad cheque; a cheque that has been referred back to the drawer because of lack of sufficient funds. I refuse to believe that our security forces are incapable of dealing with this issue. I think there is serious laxity on the part of the Government. I want to refer to a very unfortunate incident which is happening in this country.
