Guardian Communications of Israel quoted Kshs1.9 billion for the entire project and Harry Communications of the USA 23 March, 2006 PARLIAMENTARY DEBATES 83 quoted Kshs2.6 billion for the entire project, while Rhodes and Schwanz Company of Germany quoted Kshs4 billion. My question is: Where did they get Kshs8.7 billion from? That is a simple question I would want them to answer."
