    "content": "Mr. Speaker, Sir, I rise to second the amendment proposed by Mr. Muturi as a further amendment to the amendment that has already been proposed and passed. We feel that it is important for this House, using whatever arithmetic that has been used, to be fair and even when we are applying the rules of the House. It is our considered opinion that the arithmetic that has been used to allocate the numbers on both sides of the House is unfair. This is so because there has not been any consultation between the Leader of Government Business, the Leader of the Official Opposition and the whips. We, therefore, do not find any meaning in participating in a Committee that has been pushed down our throat."
