"content": "Mr. Speaker, Sir, let me also take this opportunity to condemn the incident which happened in Rongo which all of us agree painted a very bad picture of us as a county and to the people from that region. The clarification I would like to get from the Assistant Minister is that if a politician is planning to carry out political activity in an area like opening party offices and another politician is planning to disrupt it, we should be having state machinery through intelligence to know well in advance that there is likely to be violence. What is the Government going to do to ensure that the intelligence network performs its function of pre-empting these activities before they happen so that we stop them from happening instead of coming to investigate an incident once it has occurred?"
