    "content": " Thank you, Mr. Temporary Deputy Speaker, Sir. I appreciate that but the truth of the matter still remains. If it is the question of ability and commitment, it should always be the person who is number one who is selected. There can be no other reason in a society if what we are looking for is the best that we have in the country and that is the word that was used. He is the best that we have. If he is the best, then the best is always number one. I have never seen a school where a person who gets a ā€œDā€ becomes the most brilliant student in that particular school. So, the fact of the matter is that even if we will be taking and choosing positions, let us do so on a level playing ground. Let us not victimize people because of where they come from or because I do not like this particular person. This should be based on the ability. This panel has gone through this and it has done it. If the Justice and Legal Affairs Committee had come and found one single reason that questions the integrity of these people, issues that they had done or maybe they had not met their tax provisions or whatever other issues, then I would have concurred with the Committee. So, my plea to this House is that, indeed, we reject this Report and allow these good Kenyan citizens to go about the business of ensuring that we fight corruption in this country. I beg to oppose."
