    "content": "House be not the source of delay in the operationalisation of the Ethics and Anti- Corruption Commission (EACC). By way of acknowledgement only, I wish to inform the House that I have received communication from the Chairperson of the Commission for Implementation of the Constitution (CIOC) on the subject of the recruitment and appointment of the Chairperson and Members of the EACC. The Commission states its position and expresses its concerns on the necessity and urgency of the recruitment and appointment of the Commission without delay and in accordance with the Constitution and the law. The Commission reminds the House a position that I entirely endorse and have previously pronounced to take heed of Article 259 (1) of the Constitution, which obligates all state organs and persons to interpret the Constitution and legislation in a manner that promotes the purposes, values, principles enshrined in the Constitution, advances the rule of law, permits the development of the law and contributes to good governance."
