"content": "Hon. Members, the final matter relates to the questions as to voting in this House. Section 54 of the former Constitution which is saved by virtue of Section 3(2) of the Sixth Schedule to the Constitution provides as follows: â1. Except as otherwise provided in this Constitution, any question proposed for decision in the National Assembly shall be determined by a majority of votes of the Members present and voting. 2. On a question proposed for decision in the National Assembly, the person presiding in the Assembly shall: (a) if he is the Speaker, have a casting vote, but not an original vote; (b) if he is not the Speaker, have both an original vote and a casting vote.â Standing Orders Nos.64 and 65, which were cited this morning, amplify this constitutional provision by providing at Standing Order No. 64 that: âEvery Member other than the substantive Speaker or the Attorney-General shall be entitled to vote in a division even though the Member is in the Chair.â Further at Standing Order No.65, it states that: âWhenever there is an equality of votes on any question not requiring a"
