    "content": "Given the exchange of correspondence between the two Ministries, which, in fact, have been copied to my office, and taking into account the subject matter that is sought to be addressed by the Question, I direct that this Question falls largely within the ambit of the Ministry of Local Government because local authorities, including Nyambene County Council, are within your jurisdiction. It is your mandate. It is your duty to supervise local authorities, so that they do not involve themselves in anything unlawful such as alienating land over which they may have no powers to do. If anything, they will be acting ultra vires and it is your duty then to reign them in. It is your duty to control them. Invoking further the doctrine of collective responsibility, if you need any information from the Ministry of Lands, then it is your duty to secure that information and supply it to the House and the Kenyan public at large. So, I direct that you answer this Question exhaustively and satisfactorily such that the Member for Central Imenti will be satisfied with the answer, so will the House and the Kenyan public."
