    "content": "(b) The Government pays for tuition and other related services, except for meals and boarding costs, which is the responsibility of parents and guardians. The outstanding fees are as a result of parents and guardians failing in their responsibility to pay for meals and other related costs for their children. I do not intend to take this responsibility. I urge hon. Members to educate parents and guardians to take their responsibility of feeding their children."
