    "content": "Mr. Speaker, Sir, I hope the hon. Member realizes that in the first place for the student to be allowed to access examinations when the parents of the student have not met their obligations is already a consideration. The parents undertake to pay fees, but they do not do so. The school goes ahead and allows registration of those students and later on, the parents just decide that they will not pay the fees. We risk running into trouble if we do not do that."
