    "content": "Mr. Speaker, Sir, this answer is very misleading. The same Assistant Minister was here when I brought a Motion here seeking to double the figures for primary and secondary schools because the money is insufficient. I would like him to tell this House whether it is not possible for the Ministry to give instructions to schools to release these certificates to the students because it does not help anybody for the certificates to be retained by the schools for all those years. The students would use the certificates to get employment and pay the outstanding fees."
