    "content": "Mr. Speaker, Sir, there will be a time when there will be a clear Executive outside this House and a clear Legislature inside this House. But as long as we still do not have that, if a parliamentary group or even a group of Members of Parliament would like to meet to discuss what position to take on any matter, they will be free to do so without any penalty. In fact, even as we go to vote, Members of a parliamentary group can ask for adjournment to go and discuss how they will vote and the Speaker will allow it. So, this confusion that there is a war between some Executive and Legislature is not as it is being put by my brother, Dr. Khalwale."
