    "content": "On a point of order, Mr. Deputy Speaker, Sir. I have worked for the local authorities. I have also worked here. It says clearly that all letters are to be sent to the Clerk. It does not mean that the Clerk is the sole--- It is anybody that the Clerk gives the responsibility to. So, if it says the Commissioner, it means the Commissioner or anybody to whom the Commissioner gives authority to deal. It is not limited to the Commissioner or the Clerk."
