    "content": "Order, hon. Members. There are two things I would like to tell the House. One is that the Speaker or the Deputy Speaker of the National Assembly of Kenya has both the original and a casting vote under the Standing Orders, and as far as the rules of the House, or the law, are concerned. That notwithstanding, whether the Chair voted or did not vote, it would not have made any difference to the results. When there is a tie, the Motion is lost and when the Motion is lost the reverse is basically what happens. The Member of Parliament for Lagdera, who is the Deputy Speaker, has on his own volition opted to vote for this Motion because he has a conscience, and a position and he is a politician like the rest of you. So, the position of the Chair is merely symbolic. Having said that, I would like to announce the results of the Division. The Ayes are 49---"
