    "content": "Mr. Speaker, Sir, I just want to say that there may have been some exemptions that were given both on the CDF and the Economic Stimulus Programme which were conducted under the framework of the CDF to allow for local participation. However, the Kenya Airports Authority (KAA) is a national asset and there is a very clear instruction as to how it should obey the procurement law which does not allow for preference. But I keep on saying that immediately we change the procurement law, we will be able to target some of the operations within the counties and ensure local participation is given preference. But as of now, our hands are tied."
