    "content": "Mr. Speaker, Sir, I would like to remind the hon. Member that the economy is liberalized and as a Ministry we do not have the authority to set the price of maize flour. Secondly, the millers are the ones who have been setting the prices. The problem we have been facing is that the retailers, say, the supermarkets, have not been honoring that. I would like to give the example of sugar. The price of sugar dropped to Kshs2,500 or Kshs3,000 a bag, but the price of sugar in our supermarkets and other retailers is indicative of a very minimal deduction. It is difficult to ensure that the retailers reduce these commodities."
