    "content": "Mr. Speaker, Sir, I want to thank the Assistant Minister that finally the Ministry is coming out clearly on this matter. I also want to thank him for quoting from the ruling. If you allow me, according to the population census, Mandera Central has a population of about 340,000, Mandera East about 200,000 bringing it to about 540,000 and finally Mandera West has a population of about 300,000. The total population of the three constituencies is about 840,000. Since this Parliament must provide answers that are in the interest of all corners, could the Minister explain how the total registered number of voters in the three new constituencies of Mandera is only 76,000 if indeed the population is about 800,000? Is the Ministry and the Government convinced that the registration of only 76,000 voters reflects the actual population on the ground?"
