    "content": " Mr. Speaker, Sir, I beg to move the following Procedural Motion. However, before doing so, I would like to join the Chair in welcoming Members back to this special session. I have no doubt in my mind that we will make the best use of this time available. Since it is also the first time that I am taking the Floor and since it is also the first time that I am meeting very many of our colleagues since the beginning of the year, allow me, Sir, to join you in wishing all of us a prosperous 2012. I think it is a year that has began on a very high note in various spheres. You wished us well because it is an election year. I think we can all do with a bit of goodwill from the Chair.
