    "content": "Mr. Speaker, Sir, more importantly, I wanted to make the point that devolution is the heart of the Constitution. The thinking as expressed by the Orders here is what we are faulting. That initial thinking, in the first place, should not have been entertained because it means, one, Parliament’s role is negated and two, the Constitution which promotes public participation in whatever we do, is not adhered to. That public will not be given an opportunity to participate in these published Bills. Having said so, I support, but I hope that next time, the Executive will learn to operate within time."
