    "content": "Mr. Speaker, Sir, I thank you for according me the opportunity to make my contribution on these two Bills which are very important in the implementation of the new Constitution. Both The Intergovernmental Relations Bill and The Devolved Governments Bill are significant in that it will create the necessary platform for the people of Kenya to do the most important thing that made us look for a new Constitution. One, development initiatives must be anchored on locally developed priorities. Secondly, accountability must be based to a great extent on public participation or direct public audit at the grassroots level."
