    "content": "Mr. Speaker, Sir, one of the Agenda Four items was the issue of youth empowerment. We do know that last year, there was a matter before this House about the Kazi Kwa Vijana (KKV) Programme and how the initiative had flopped. The hon. Prime Minister did indicate to the House that, indeed, they were returning Kshs4.3 billion back to the World Bank for restructuring of the Youth Empowerment Programme. We are in a new year and several months away from an election. How long would it take for this restructuring to be done, so that this Kshs4.3 billion can get to the youths of Kenya?"
