"content": "Mr. Speaker, Sir, this has been satisfied because in my reading, it preserves old officers. Having so preserved them, we then go to the new appointments in Section 29. Under the new appointments, the President and Prime Minister have done very well because Section 29(1) reads:- “The process of appointment of persons to fill vacancies arising in consequence of the coming into force of this Constitution shall begin on the effective date and be finalized within one year”. The President and the Prime Minister have done very well. For all the vacancies that have arisen--- You have seen what has been going on for every job. Names have come here and they have not attempted to bypass Parliament. Section 29(2) reads- “Unless this Schedule prescribes otherwise, when this Constitution requires an appointment to be made by the President with the approval of the National Assembly, until after the first elections under this Constitution, the President shall, subject to the National Accord and Reconciliation Act, appoint a person after consultation with the Prime Minister and with the approval of the National Assembly”."
