    "content": "Devolution is, perhaps, the most challenging aspect of our new Constitution. It is the one that will either make or break the gains of this new Constitution. It will also provide an opportunity for Kenyans to get to grips and even have a better control of their own destiny as envisaged in Chapter 11 of the Constitution. This is a historic Bill. The Bill that I am about to highlight and present, in my view, is really the backbone of what a county government will be. It provides the basis for those governments; it defines who will play what role and what are the powers and limitations that are brought out. Therefore, I would like to encourage hon. Members to look at it very carefully although they may have seen it before. Some of the issues they contributed in those consultative fora are already incorporated, but there could be some omissions which are valuable and we would like to be brought in so that it is enriched."
