Again, these are very important because they are drawn from the Constitution. I would like the hon. Members to look at these functions very carefully and see whether there is any shortcoming, because they have to be consistent with the Constitution. They are spelt out for us to understand what the county government is supposed to do; how it can enter into contracts and so forth."
