    "content": "Madam Temporary Deputy Speaker, we provide for petition if the people want to petition the assembly. All that runs also up to Article 15. There is freedom of speech. We are also making it clear that nobody should be stifled in the county assemblies, that is, Article 15 on page 24. People must be allowed to speak. They must also have the powers and privileges and immunities as it is in the county assembly. We also bring out the official languages and deal with issues of quorum and the voting procedure in the county assembly."
