    "content": "We are bringing more responsible Government which will work with budgets as clearly spelt out in this Bill. I would obviously, with the anticipated Bill, which will come before this House regarding public finance. That ensures that we are creating structures of Government that will make sure that Kenya can, indeed, in terms of Vision 2030 translate into a middle income market economy because there is also the political pillar. That political pillar will be in many respects enforced and protected by this Bill that we are now discussing."
