    "content": "So, Mr. Temporary Deputy Speaker, Sir, this Constitution, which has brought us here now, is the one that I think is the only Constitution we have got since Independence. This Constitution is for the people which have been made by the people which according Abraham Lincolin is the real democracy as it were. It is important to realize that, this Bill here has been written, prepared for the County Government. The County Government is the basis for democracy. It is the basis for devolution. Call it devolution, it does not matter, what you call it. You can call it federal or majimbo, but it is for the people on the ground to be able to manage their own affairs. I think it has done properly."
