    "content": "Mr. Temporary Deputy Speaker, Sir I have to talk more about my own county, Narok. Right now, we have a problem and the Minister knows it very well because I wrote to him a letter saying that I was really agonized by the kind of malpractices there. I mentioned malpractices that were taking place in Narok County Council right then. The Local Authority Transfer Fund (LATF) is being used like a personal donation by the people who control the county, from the chief officers to the councillors and other people. So, unless he does something like overhauling that council, there is going to be a problem."
